Boston ABCD

We serve eligible residents of Boston, Brookline and Newton, as well as the Mystic Valley cities and towns of Malden, Medford, Everett, Melrose, Winchester, Woburn and Stoneham. If you are an ABCD Fuel Assistance LIHEAP) client, you’ll also qualify for ABCD’s Weatherization Assistance Program (WAP).

ABCD follows federal guidelines based on your annual income and how many people are in your family. Your gross family income must be at or below 60% of the Massachusetts median income.

CAPIC

The CAPIC Weatherization Program provides energy conservation measures to make the home more energy efficient year round. The process begins with an energy audit.

Applications have to meet the same income eligibility criteria set forth in the Fuel Assistance Program. Applicants must live in Chelsea, Revere, Winthrop, Melrose or Wakefield to be eligible. The documentation required to apply is the same as what is required to apply for the Fuel Assistance Program. Applications are accepted throughout the year. Clients are prioritized based on elderly, handicapped, families with children six years and younger and households with high energy usage.

Community Teamwork

Our Weatherization technicians use energy audits to determine which energy efficiency measures are most appropriate and cost-effective for each home. This can result in the addition of $4,500 to $7,500 worth of energy upgrades, depending on availability and area.

Typical measures include installing insulation, reducing air infiltration, performing tune-ups and repairs to heating and cooling systems, replacing appliances to improve efficiency and safety (see AMP below), and replacing incandescent lighting with compact fluorescent bulbs.

Weatherization crews also address energy-related health and safety conditions, particularly carbon monoxide and combustion safety

  • Households must not have been previously weatherized through this program.
  • Tenants that occupy 1-4 family unit buildings and those living in mobile homes may be eligible if they are receiving the utility discount rate or fuel assistance and pay their own heating utility bills. (Condominium projects with more than four units in the project are not eligible for this program.)
  • The entire building can be weatherized as long as more than 50% of the units are eligible.
  • The landlord must sign a landlord agreement that states they will not raise the rent for a period of one year after the date of completion and will not evict the tenant during that period except for “good cause”.  The landlord must be current on property taxes, excise taxes, and water and sewer bills or the town/city will not issue a permit for weatherization.

South Middlesex Opportunity Council

The Low Income Weatherization Assistance Program (WAP) provides eligible households with full-scale home energy conservation services. Households that are eligible for the Fuel Assistance Program or discount rate from your utility company are eligible for weatherization services. Priority of service is given to those households with elderly, disabled, children (6 and under), LIHEAP high-energy users, and Native Americans. Homeowners and tenants with their landlords permission are eligible.

Applications have to meet the same income eligibility criteria set forth in the Fuel Assistance Program.

Worcester Community Action Council

Tenants and Homeowners are eligible for this program! The Weatherization Assistance Program provides households with the opportunity to permanently reduce their energy bills. We install insulation, weather-stripping and more, making your home warmer in the Winter and cooler in the Summer. Full scale home energy conservation services are provided using the most advanced technologies and testing protocols available.

Homes are selected on a priority basis and all work is subject to quality control inspections both during installation and after the work is completed. There is NO COST for this service for LIHEAP Eligible Households, for those eligible for discounted utility bills and some other programs. Funding is supplied by the Department of Energy, National Grid and Eversource.
